President Donald Trump is actively working to shift the primary burden of Ukraine’s security onto European nations. This policy was a key takeaway from his recent remarks to the press, which followed a call with Russian President Vladimir Putin.

Trump’s call with Putin came after he had conferred with Ukrainian President Volodymyr Zelensky and European allies in Washington on August 18. The meetings were aimed at finding a sustainable security model for Kyiv.

“Europe is going to give them significant security guarantees, and they should,” Trump stated, making his position on burden-sharing explicit. He added that the U.S. would still be involved as “backup.”

This strategic shift is occurring as Trump also pursues other dialogues with Russia. He revealed that an August 15 meeting in Alaska with Putin included a discussion about future nuclear arms reductions, contingent on peace in Ukraine.
