In a concerted effort to bolster regional cooperation and advance the European Union membership aspirations of Western Balkan countries, leaders from both the EU and the Western Balkans gathered in Tivat, Montenegro. The summit, which follows a previous meeting in Brussels six months earlier, was framed around the theme of “Shared Prosperity and Stability of the EU and the Western Balkans.” Key discussions took place on several fronts, including EU enlargement, economic integration, security cooperation, and the region’s resilience in the face of increasing geopolitical challenges.
Central to the summit was the EU’s reaffirmation of its commitment to the Western Balkans’ goal of EU membership. Leaders reviewed the progress made by the region in integrating into the EU’s economic framework, particularly through the Growth Plan for the Western Balkans initiated in 2023. This plan is significant as it promises up to €6 billion in funding, aimed at supporting necessary reforms, driving investments, and enhancing the region’s participation in the EU single market.
Security and foreign policy cooperation were also high on the agenda, with particular focus on enhancing defenses against cyber threats, disinformation campaigns, and other forms of foreign interference. This aspect of the discussions underscored the importance of strengthening regional resilience to maintain stability and security amid evolving geopolitical dynamics.
The summit also underscored the EU’s pivotal role as the Western Balkans’ largest trading partner, investor, and donor, emphasizing the mutual benefits of deepening economic ties. As the Western Balkan countries edge closer to potential EU membership, continued reforms and regional cooperation remain crucial components of this journey.
