Zelenskyy: Ukraine Lacked Early Warning for Russian Missile Strikes on Kyiv

Ukrainian President Volodymyr Zelenskyy announced on Tuesday that Ukraine received no advance warning from international allies before Russia launched a ballistic missile attack on Kyiv, targeting civilian infrastructure. Five missiles hit civilian sites during Monday’s assault, marking a severe escalation according to Zelenskyy, who emphasized the necessity of timely intelligence sharing to safeguard lives.

Ukraine’s Foreign Minister, Andrii Sybiha, noted that intelligence cooperation with international partners continues, suggesting the lack of warning might be tied to the specific type of Russian weaponry used. The need for effective intelligence sharing is underscored by the ongoing uncertainty regarding U.S. intelligence support for Ukraine. Reports indicate that U.S. officials had cautioned Ukrainian counterparts about a potential suspension of intelligence sharing under the Trump administration. Nonetheless, Ukrainian authorities persist in highlighting the critical role of such collaboration, especially in detecting ballistic missile launches and monitoring long-range bomber activity.

This development occurs amidst growing tensions over attacks on energy infrastructure. U.S. President Donald Trump recently urged Ukraine to cease striking Russian oil refineries and declared an agreement with Russian President Vladimir Putin concerning diesel supplies. Trump claimed that Russia and Ukraine had reached an energy ceasefire; however, Zelenskyy stated that Ukraine had not been informed of any such arrangement.

Zelenskyy accused Russia of continuing assaults on Ukrainian energy facilities despite the purported ceasefire. He mentioned that Ukraine had temporarily halted strikes on Russian energy infrastructure following the U.S. announcement but insisted that any suspension of attacks must be mutual and backed by credible assurances.

Russian offensives continue to inflict civilian casualties and cause damage across Ukraine. In a separate incident in Kharkiv, Zelenskyy reported that four people lost their lives and 41 were injured when a residential building was destroyed. In response to the intensifying Russian attacks on cities and energy infrastructure ahead of winter, Ukraine has called on its partners for additional air-defence support, including Patriot missile systems.
