Marco Rubio faced persistent questioning from Democratic Senator Cory Booker about the administration’s willingness to cooperate with former Nicolas Maduro regime members now controlling Venezuela’s interim government. The Wednesday exchange highlighted tensions between stated democratic objectives and practical engagement with authoritarian holdovers.

Booker challenged whether working with acting president Delcy Rodriguez and other former Maduro associates undermines the administration’s proclaimed commitment to Venezuelan democracy. He pressed the Secretary of State on apparent contradictions between democratic rhetoric and collaboration with officials who participated in authoritarian governance for years.

Rubio defended engaging existing governmental structures as pragmatic necessity while maintaining that American economic leverage through Treasury-controlled oil revenue accounts ensures responsiveness to democratic reform demands over time. He suggested that interim leaders understand compliance with requirements brings tangible benefits and characterized cooperation as productive.

The Secretary emphasized American demands including privileged energy sector access for United States companies, mandatory purchases of American goods using petroleum revenue, and immediate cessation of subsidized oil exports to Cuba. He maintained that these requirements, combined with monthly budget oversight, provide sufficient mechanisms to influence governmental behavior.

The hearing also addressed broader foreign policy concerns including Greenland, NATO tensions, Iran, and China. Rubio sought to reassure allies disturbed by Trump’s aggressive rhetoric while defending the president’s confrontational diplomatic style. He maintained that fundamental commitments remain intact despite contentious debates about burden-sharing.
